We understand that our clients’ principal goals during the emergency/disaster response and recovery process are:
- Evaluating, claiming and supporting the reimbursements of all expenses that are eligible for FEMA funding;
- Obtaining the maximum funding to which they are legally entitled under the Stafford Act (FEMA), enabling a faster, more efficient recovery; and
- Accounting for all disaster-related expenses in such a way as to satisfy any future audit.
We assist clients on-the-ground and from remote locations (depending on our clients' situational needs/preferences) with all FEMA Grant Management and Eligibility Tasks, including:
- Developing an approach to filing and tracking disaster-related costs in accordance with best practices and FEMA requirements.
- Coordinating response and recovery implementation efforts with the State/FEMA plan, and providing program guidance with respect to eligibility, options, contracting, change orders, documentation and tracking.
- Preparing and overseeing the preparation of FEMA claims submissions and tracking those submissions through the lifecycle of the FEMA process.
- Segregating and capturing direct administrative cost (costs reimbursed by FEMA for eligible tasks associated with a FEMA claim).
- Preparing draft correspondence to State, FEMA, and other relevant agencies, as necessary.
- Reviewing eligibility issues and developing justifications for presentation to FEMA, State, and any other involved agencies.
- Reviewing contracts, vendor qualification process, and purchasing documentation.
- Reviewing and assembling documentation to support reimbursement requests.
- Identifying and addressing special consideration issues.
- Attending meetings with the State and FEMA to negotiate project details, as needed.
- Determining if any eligible damages have not been quantified and presented.
- Supporting and resolving any disputes that may arise.
- Anticipating and addressing any potential issues related to inter-agency funding conflicts.
- Strategizing and writing appeals to FEMA determinations when necessary.
- Preparing for final project inspections and audits and handling project closeout.
